We know that the release of the Mueller Report is a complex undertaking.
The two major players are both highly regarded as professionals, but the only thing that seems transparent about the result of their investigation is the sheer number of red flags displayed in the process of releasing the report. When I get confused by these tangled outcomes, I like to look at people's actions, not their words. Watch their feet.
Barr is delaying and obfuscating. He has interjected an unnecessary opinion,
written several letters, offered materials to Congress which he has chosen to redact unnecessarily, and failed to request the release of Grand Jury material to Congress.
By Barr's account, Mueller did not provide the required conclusions in his report. But Barr gives no justification for this void. Barr does not explain why Mueller declined to charge Trump's campaign for conspiracy, and why he did not exonerate the President on obstruction of justice. These are the things Mueller was responsible to do. In addition Mueller, who is said by Barr to have concluded his investigation, is currently still engaged in at least one active investigation into foreign money.
All of these irregularities serve to bring the country's attention back to the invisible Mueller report. Venus is exalted in Pisces now, and we all feel the urgent need to know exactly what that elusive document concludes. It's almost as though Barr's and Mueller's within-the-law but inexplicably off-target behaviors were designed to rivet our attention on what we are missing.
Here are some of the factors which have come into play, along with the astrological factors that we find in the Aries Ingress chart:
Mueller (Pisces on the nation's seventh cusp) and Barr (Sagittarius on the nation's fourth cusp) are both represented by Jupiter in Sagittarius, and both highly motivated by justice. Mueller is more inclined to be motivated by national security (his 12 Sagittarius cusp is in the triplicity of Mars, which rules the nation's eighth house of national security), while Barr is motivated to accomplish his goals by slowing down the release of information (His 14 Pisces cusp is in the exaltation of the South Node of loss conjunct Saturn, in this case ruling Trump's secrets.) This means although the two may appear to be acting at odds, in fact they share a single motivation but take different actions to reach the same goal.
Jupiter is in a double-bodied sign, as are the cusps of both these men's houses.
A double-bodied sign, although it may be motivated by justice, is nevertheless capable of substantial duplicity while still staying within the law. The fact these two share a single planet as a significator suggests an agreement between the two in how they take up their public roles. A skilled investigator knows how to "good cop"/"bad cop" a suspect with his partner while staying within the law. My hypothesis is this: Barr's Good Cop is set to delay the landing of the Mueller Report, placating the President and the Republicans in order to buy time. Mueller's Bad Cop is set to expand his investigation in a new direction, evidently with the support of the Attorney General.
If Mueller leaves the investigation, he will be free to speak about the report per Neal Katyal. This is the way Katyal designed the rules to function. The rules are meant to expose any attempted cover-up by the Attorney General by allowing Special Council to speak freely if he feels Barr has misrepresented his investigation.
But Mueller, in fact has not suspended his work. He is staying on to "tie up the loose ends of the investigation" per Rachel Maddow. This still- active investigation involves, at least in part, the "foreign-bank-owned-by-foreign-country" element of the investigation which we have learned is still actively occupying a grand jury at this time. This is a Mars matter, as the nation's eighth house is the second house (money) of the nation's seventh (foreigners).
So is Mueller free to speak about his report, or not?
It looks like currently he can speak before Congress if subpoenaed, yet he will not be able to reveal details of the ongoing "foreign-bank-owned-by-a-foreign-country" investigation.
So, if our hypothesis is that Mueller has agreed with Barr to delay the release of the report in exchange for his ability to continue this branch of his investigation, what are the complications he needs more time to address?
1) Mars, ruling Aries on the eighth house cusp of National Security. The public, represented by 14 Virgo on the cusp of the nation, is not ready to digest the conclusions of the Mueller Report. The Ascendant of the nation in a double-bodied sign has the potential to split the nation under the weight of an impeachment hearing. This potential in itself constitutes a threat to National Security. By contrast, during the Nixon impeachment hearings public testimony was televised daily as a nearly universal source of eyewitness testimony.
2) Sun, ruling Leo on the twelfth house cusp of the nation's self-destruction. This is the third house, or spokesmen of the President. The cable "news" media is a significant factor in how the public screens information about the Mueller Report. Fox News is owned by a family that is aligned with Russian interests. In order for Americans to effectively answer their important questions about impeachment, this fact needs to become fully accessible to the public.
3) Moon, ruling Cancer on the cusp of the Eleventh House. Several members of the Republican Congress/Senate are very possibly tainted by corruption to the point they can no longer be trusted to act in the interest of the American people. Mueller may already have evidence, but still need more time to untie the red tape necessary to bring his case to court. This scenario could explain why Mueller is following foreign money while at the same time letting Barr dance around the release of his findings to date. He may be buying time to complete his ongoing foreign-money investigation and pass his findings to appropriate authorities so he can block corrupted Congressmen from misusing the results of his investigation, or inappropriately tipping the scales on an impeachment hearing.
